How does high altitudes effect tire pressure?
The amount of air in the tire stays the same. The outside pressure drops about 3psi or 0,2 bar, when you are at about 2000 meters or 6000 feet. So you would expect that the pressure you measure is higher. But on 2000 meters height there is mostly a lower temperature, this lowers the pressure in the tire a bit. So it would not be strange if you measure the same pressure.

What is the proper way to adjust your mirrors on a car?
The proper way to adjust your mirrors sounds like nonsense initially, but stick with me. The rearview mirror (the one mounted on the windshield) should be facing straight back. Your side mirrors should be adjusted so they barely overlap the view of your rearview mirror. An easy way to do this is to sit in your normal driving position, and without moving your butt lean as far left as you can. Ideally your head will be against the driver's window. Turn the mirror outward until you can barely see and part of your vehicle. (You should be able to see a small section). For the right side, again keep your butt planted and lean as far as you can to the right. Adjust that mirror until you can barely see any part of the vehicle.
If you have adjusted them correctly, cars approaching from behind should move from your line of sight in the rearview mirror directly into your line of sight in either side mirror. This eliminates your blind spot.
What is proper way to use anti-lock brakes in an emergency situation?
Step on brake until the brake peddle starts to shake and make sure that it continues to until the car comes to a complete stop. (the vibration is a warning that the anti-lock system is working and there is no more braking effect available)

How do you charge a low car battery in an emergency?
It depends. If the battery is low but not totally flat, connecting another car's batttery for a few minutes and then strarting ("jump starting") is better than jump starting from zero, because the low battery car alternator will tend to put a large current and this will overheat it and could shorten its life; therefore it is only recommended in an emergency.
A completely discharged car battery will begin to undergo sulphation soon, so it should be taken to a battry shop or recharged immediately with an advanced regulated charger (some of the newer ones even have some advanced charging algorithms that can revert some degree of sulphation).
Now, if it is truly an emergency, you can put the battery under heavy recharge current after a couple of minutes of lesser current, but this will shorten its life.
