Terrorism has been existence since the dawn off time. However, many of the most prominent modern terrorist organizations such as Al Qaeda can be traced to some past element of American foreign policy.
Blow-back is a term coined by the CIA to describe the unintended consequences of covert operations in a foreign country. More broadly, it refers to a backlash against US imperialist policies.
The modern Islamic extremist movement was founded with help from the CIA to first overthrow a communist government in Afghanistan and then kick the soviets out when they invaded. The CIA provided advanced weaponry and sophisticated modern weaponry such as stinger missiles to the Afghan insurgency. When the insurgency succeeded, the CIA disconnected ties with it, but it continued as a rogue moment. It proceeded to try to kick the US out of Saudi Arabia and Israel out of the holy land through suicide attacks and other forms of terrorism. This culminated in 9/11 when 19 hijackers caused the collapse of the two World Trade Center buildings.
