No it doesn't make sense, even though linked together by the timing belt the camshaft and crankshaft to not turn at the same speed, just look at the size of the camshaft pulley and the crankshaft pulley as they are different sizes the speeds are different!

The plug is under the steering wheel, deep down and little bit to the left.

It is no different than installing a battery in any car that has a regular 12 volt system. Make sure the vehicle is turned completely off. Take either a 10mm or 12mm open end wrench and loosen the terminal connections. Do the negative side first ( - ) and then the positive ( + ). If you are unsure of which is which, look on the side or top of the battery for the symbols. Most batteries have a tie down, so take your 12mm wrench and unscrew the nuts from the two rods coming up the side of the battery that are going through a bracket that spans the top of the battery. Remove the spanner and the cables from the terminal and pull it out. Put the new one in reverse order connecting the positive side last.

The Fix
Best first action is a tune up, new plugs, wires, inspect all hoses and wire connections then reset the code. If it returns you will need to narrow it down to a system, coils and coil packs should be tested, catalytic converters for function ( do you smell rotten eggs?). A misfire that jumps cylinders could indicate a lean condition, do you have any other codes along with the 300? this will help clue you in to the source, check valve function to make sure they are opening and closing fully.
This is probably pone of the most difficult codes to troubleshoot, so start with the basics and work your way into the more expensive options, in many cases a good old tune up solves the problem, back it up with a fuel system cleaning and see where you stand.

If it is the 4.0 liter engine with the oil filter on top then, no, it has a chain. It actually has 3 chains. The 3.4 liter Tacoma (and 4runner) engines have a timing belt.

Which engine? If you're 1500 has a 350 V8, (most common) it doesn't use a timing belt, it uses a timing chain instead, and you need to take the front cover off the engine to get to the timing chain. If you're changing a belt it's called the Serpentine belt and there is no timing involved.

Pull the knobs of the air conditioning off, then unscrew panel (using a plus-head screwdriver). You have a three wired plug-in's that's attached to the back of the console (you might need a flat-head screwdriver to unclip them) that need to be removed. I think that you'll also have to unplug the cigarette lighter from the console too. The whole thing takes about five minutes to remove the console from the Echo.

You could always unplug it but the airbag light would stay on. To fix that you could remove the bulb from your cluster. WARNING: while doing any tampering with airbag circuits etc. make sure to disconnect your car battery. Failure to do so could cause inflation of the airbag which would damage your dash.
