Yes, twins grow at the exact same rate. The average twin birth is at 37 weeks and they may be a little smaller than average. I had my twins at 36 weeks because I had high blood presssure, my daughter was 6ib 3 oz which is what a single baby at 36 weeks would be, her brother had been affected by my high blood pressure and weighed 4lb 15 oz, but now 17 years later it is apparent that he is naturally lighter. They are both 5'9" but she is still the larger. They are both extremely healthy and doing well at school. A friend (from twins club) had identcal twin girls 2 months after I did. The baby weighs slightly over 5 pounds, which is a little on the small side for 38 weeks but as long as s/he is continuing to gain weight in the womb, that is fine. You may just make small babies that are 100% fine.
Even the best scans at this point is estimating the size of the baby and it happens frequently that the baby may be 2 or more pounds heavier than the scan shows.
If you have any risk factors such as smoking or alcohol the baby may be on the small side due to a placenta that is feeling the strain. Keep in close contact with you doctor if this is the case.

I am afraid that it is likely you have misscarried. Talk to your doctor about this and deal with it right away. While I was pregnant with my son we did an ultrasound at 3 weeks and we couldn't see anything but an empty sac they told me they had thought I'd lost the baby. We waited 2 weeks to make sure before coming to a conclusion and there he was with a heartbeat and everything I just ended up not being as far along as they had origionally thought I was at this point only 3 and a half weeks. Then later at what we thought was my 12 week checkup they couldn't find a heart beat via Doppler but it was because of my uterus being tilted. All in all he was born healthy and on time and I am grateful. If this is a lost baby I am very sorry as it is devistaing at this point. All I can say is that I hope your wrong and not as far as you are thinking and you will have a healthy baby in the long run.

No they can not. There has been a few cases in this world but in general no.
The question was water breaking, not birth. Yes, your baby can survive. The hospital will put you on bed rest, repress birth with drugs and inject you with steroids to promote faster growth. As long as you can hold of giving birth for as many weeks as possible, there is a good chance the baby can survive.
