No its not. They will usually charge extra for alignment and some even for doing a balance. Good places include the balance for free and I would use them more. But free is relative. They also charge more for their service. Changing tires and balancing them can be done at a high school shop and still be the exact same as if it was done by Firestone. The alignment needs to be done by a shop that can put the car on a rack and check all the figures on his machines. Leave it there and and ensure they set the steering wheel to center at the same time and drive test it for straightness.

It is always a good idea, however if the old tires wore evenly, the car didn't drift or pull with the new tires, then you could pass on the alignment and keep an eye on the way the wear. Rotate every 5-8000 miles.
