Yes they should treat any patient with pain even if it means sending them to a specialist in the field of the condition the patient has, or hospitalizing them. The doctor should recommend treatment to come off the drug, but that is all the doctor is required to do. If the patient is willing to take the treatment provided then the doctor will work with them.
