I know that as a fact that the Australian Ballet's tutus for the Prima Ballerina's are $3000AU, yet they are handmade and are the prettiest things ever. As for a regular tutu, it depends. A cheap one might be $10 but if you want something a little nicer maybe $30. For these types, try dance shops like Spangles and Bloch. I bought a tutu because I was a dove and it had feathers and sequins sewn on and it cost $50 to hire from a dance school, so if you want something like that just call a few dance academies. In mine you have to change the Layer type in order to get color.

-First look on the top of the screen when Manga Studio Debut 4 is open

-You'll see a bar listing: File, Edit, Story, View, Selection, Layer, Ruler, Filter, Window, and Help

-Make sure the layer you want to color is selected and click on "Layer"

-Go to "Change Layer Type" (or click Ctrl+Alt+E)

-A window will pop up

-Go to Color Model

-You will see a list that has color choices (eg. black & white, gray, etc)

-Click on Color

This will make the selected Layer have color. I had trouble with this the first time I used the program as well.
