Taken as you have written it, I would assume "Peggy Wear" is an artist from Laguna Beach, who is now deceased.

Around the turn of the last century (1900) a famous artist from San Francisco (Norman St Clair) persuaded some of his friends that Laguna Beach was 'the' place to be. Within 10 years, more than 30 artists had settled there and they formed the Laguna Beach Art Association. This year there are hundreds of artists living there. Art festivals are held weekly, monthly, and yearly, including the Pageant of Masters, and the Summer and Winter Sawdust Festivals.
