Minnesota is neither a "western state" nor an "eastern state". It is a Midwestern State. Although, depending on your definition, it could be considered both. Take into account that, historically speaking, the west was once considered anything west of the Mississippi River, then MN could be considered either a "western state" or the westernmost "eastern state". Now I believe the boundary for "western states" is considered the Rocky Mountains. Therefore, Minnesota would be an "eastern state" - but that is not accurate. As stated above, it is technically considered part of the Upper Midwest which encompasses the states north of Missouri and west and north or Indiana/Ohio (Yes, I think Michigan, at least the Upper Pennisula, is considered part of the Upper Midwest) and east of Montana, including Nebraska.
The question is rather hard to answer due to many, many ways of interpretting what is meant. I think your best bet would be to see where it is classified agriculturally and census wise.

In essence, the laws are the same as any other state. If you default on your vehicle loan, or any loan secured by property, possession of that property can be taken by the lender, and sale is to be used to offset the debt.
You'll notice the "Breach of Peace" comment at the end. Essentially this means that the repossession agent is going to sneak up to your property, or into your employer's parking lot and take the vehicle when you are not looking. If they are not able to succeed at this, a spotter car may be assigned and when you least expect it, saw when you are your local Walmart, or out grocery shopping, you will come out with all of your purchases to find your vehicle is not where you parked it, and some guy in a tow truck is waving at you as he drives away with it.
