I am assuming you meant to write "Who invented thetelephone?" The answer to that question would be (arguably) Alexander Graham Bell. Many other people have expanded on the idea of a "speaking telegraph", but Alexander Graham Bell -with the assistance of Mr. Thomas Watson- were credited with the invention of the finished product. They invented it in 1847.
If this is not what you were asking, please rewrite and post your question, so we can understand what you mean better. Thank you.

What must be installed on dsl phone lines to enduse good voice quality?
A good quality modem, a fast gigibit (at least) router directly connection via Ethernet cable on the router. Don't use any extenders, they will make the call lag since it is traveling through multiple stops in your network if you use an extender. Just a phone base connected to a port on your router and a personal bought modem (not a modem that your ISP gave you).

Most smaller personal laserjet or inkets do not have network (10bT) interfaces. Use the HP Jetdirect cards or use the printer on a PC or Server, hook that to the router and use Windows "shares" to allow other Domain/Workgroup systems to access share and print remotely. Alternatively use a USB or Parallel to 10bT network interface coverter. Newer or Advanced printers have Bluetooth and/or network LAN interfaces. Some HP's even have WiFi! ...way cool

Is Morse code a good speech topic if not what is a good speech topic?
Um, i am not sure if Morse code would be a good topic but it all depends on how interesting you make it. I advise you to put in some humor if you do decide to do it on Morse code. If you don't, do it on some thing you enjoy... your favorite hobby, sport, food, least favorite things... and if you can't think of one talk about speeches them self how much time you spent on trying to figure out a topic, if you like them or not, stuff like that. One year I did my speech on Emeralds and i was chosen to go to the gym, but i didn't go. I wish I did though I think that I would have done really well. Hope you figure it out. bye.

An RRH typically allows for better coverage by improving the ability of the base station to send information to the area mobile devices.
