The Germans and Japanese started the war at a grave disadvantage in oil and spent the rest of the war trying to capture areas where they could get it. Japan's southern strategy was basically an attempt the capture the Dutch oil wells since at the wars start they only had a year's supply of oil for their fleet. Germany constantly worried about the Ploesti oil wells in Romania and also desperately tried to get the Russian Wells in Baki during their invasion. By 1945 what Japanese ships were left had no oil with which to sail and the Germans, if they had the pilots to fly their planes would not have been able to due to lack of fuel
