No, but a Scout may be removed by the Scoutmaster, the Committee Chair and the Chartered Organization Representative.
There are multiple reasons why a Scout may be removed such as violations of the law, assault on other Scouts, repeated refusal to work within the Troop's guidelines, and in the United States, atheism or homosexuality.

All requirements except the board of review must be completed before age 18. A Scout or Venturer with a disability may work toward rank advancement after he is 18 years of age if he meets the guidelines outlined in the Advancement and Recognition Policies and Procedures.[linked]

That number is unknown as it takes place in the future. Statistically, 2% of all boy scouts will achieve the rank of Eagle. It is not very many.

How many badges must a Girl Scout earn?
Girl Scouts of the USA do not have a "must earn" requirement. Girls may earn as many or as few badges as they choose to earn.
However, if they want to earn one of the Awards, they must earn which ever badges are required as part of earning that award. For example, currently (August 2011), girls must complete two Senior or Ambassador level Journeys or earn the Girl Scout Silver Award and complete on Senior or Ambassador Journey as part of the requirements for earning the Girl Scout Gold Award.
Can you become and Eagle Scout in four years?
Yes.
You can work on Tenderfoot, Second Class and First Class requirements at the same time and there is no requirement for a specific period of time served. A common goal is to have new scouts earn First Class within a year but technically you could do it within weeks.
Star scout then requires at least 4 months, Life Scout 6 months and and Eagle scout 6 months. So it is highly unlikely to actually occur, but it is technically possible to earn Eagle within a year and a half.

Are Girls Scouts as prepared as Boy Scouts?
This is such a subjective question that it really is impossible to answer. The two programs, while sharing some goals, are quite different. Some Girl Scouts are better prepared for somethings than some Boy Scouts, and some Boy Scouts are better prepared for other things than some Girl Scouts. It depends as much on the individual as it does on the things they are preparing for.
