How many badges must a Girl Scout earn?

Girl Scouts of the USA do not have a "must earn" requirement. Girls may earn as many or as few badges as they choose to earn.

However, if they want to earn one of the Awards, they must earn which ever badges are required as part of earning that award. For example, currently (August 2011), girls must complete two Senior or Ambassador level Journeys or earn the Girl Scout Silver Award and complete on Senior or Ambassador Journey as part of the requirements for earning the Girl Scout Gold Award.

Can you become and Eagle Scout in four years?

Yes.

You can work on Tenderfoot, Second Class and First Class requirements at the same time and there is no requirement for a specific period of time served. A common goal is to have new scouts earn First Class within a year but technically you could do it within weeks.

Star scout then requires at least 4 months, Life Scout 6 months and and Eagle scout 6 months. So it is highly unlikely to actually occur, but it is technically possible to earn Eagle within a year and a half.
