After time these grommets deteriorate and fail, causing the airbag side of the switch to contact the column side of the switch. This causes the horn to blow at any time the circuit is closed or "made". You can remove the airbag and disconnect the switch by pulling the slide terminal off of the connector, and taping the loose end of the wire. Or replace the 4 grommets that hold the airbag side of the switch up. Extreme care must must taken when removing the air bag assembly!
