Two things to do first:

Rule one, remove ALL cards/peripherals except video if there's no on board video system.

Boot into safe mode.

If it boots and shows a video screen, then add one peripheral back at a time.

In general, simply booting into safe mode with all peripherals installed, usually allows a system to run. The device manager can then be used to check/configure/disable peripherals. Look for red "X"'s or yellow "!"s and see what's wrong there.

If using Windows or _nix, the OS should auto-detect all hardware.

Maximally, you can remove all cards, unplug all IDE devices as in CD/DVD ROM drives, floppy drives, and hard drives, and see what POST codes or errors come up.

If the FDD I/F and floppy drive are functioning, try booting with an ordinary or better yet, a diagnostic DOS boot floppy and perform basic system tests like a RAM test and tests of other parts of the system. Most systems come with diagnostic floppies or CD-ROMS.

Remove all RAM except one stick (or two if you have RDRAM)... Sometimes incompatible RAM will prevent a BOOT and putting in only one stick, or two RDRAM sticks of the exact same type can eliminate compatibility issues. You can also try individual sticks of memory from different manufacturers in case some RAM is not working with the system.

Basically remove as much hardware as possible to see if the system will POST, then add things back one at a time until it again fails to POST.

If there are still problems, clear the CMOS RAM using the motherboard jumper, if available, or if an old system without one, remove the battery for 15 seconds or so.

Check the CMOS battery. Is it dead? Even then, the system should POST and throw up an error alerting you that CMOS memory has been lost, but would still POST with all the BIOS settings lost and reverting to defaults.

Many systems, have three CMOS jumper settings: Normal, Clear CMOS, and "recovery mode". As a last resort, though very unlikely, the BIOS might be corrupt. Using this as a last resort, putting the jumper into "recovery mode" will force the system to boot from a BIOS install floppy and will replace the BIOS with a new copy. This is highly unlikely, however, to be the cause of the problem and is not recommended for troubleshooting.

If the system still fails to boot, then something major like the power supply or CPU or other motherboard component is dead.

Swapping parts would be the next step. Start with the power supply. If you have a CPU of the same model from another working computer, that can be swapped out as well.

Try to find out what the BIOS is complaining about by writing down the beeps if they occur, or on-screen errors. If you get a video screen with errors, the system is basically functioning. If you get no video and only beeps, the number of beeps will indicate a specific error which would have to be looked up in the manuals or at the manufacturer's website. If there's no beeping, drive activity, and everything is just dead when powering on, except the fans, there could be a dead CPU or other major chip, or possibly some of the power supply outputs are bad. Finally, if NOTHING is running, including fans, then definitely the power supply would be the first thing to check. The power supply voltages would have to be measured with a voltmeter and verified.

You don't say if it is a laptop or a desk top.

If it is a laptop then the problem is terminal requiring a new motherboard.

If it is a desk top, it could be that the graphics card is not plugged in properly.
