Answer: This kind of thing could be caused by a Virus, someone else playing a practical joke by plugging in a second mouse to your PC, or someone hacking into your PC from the internet or a local network. Turning off your monitor will have no effect on the behaviour of the mouse, it would only stop you seeing what it's doing.
You need to establish whether this phenomenon occurs when you are not on a network. If you disconnect your PC from the network and this continues, it would either be an additional mouse being used by another person, or a virus.
If disconnecting your PC from the network makes this stop, then it was someone hacking into your PC and you need to get a firewall, a decent antivirus program, and an anti-malware program immediately. Actually, you should have all 3 of those things anyway.
