If you are referring to the System Restore feature in Windows ME/XP then this is how you can do it:
The easiest would be to simply disable System Restore, reboot, and then enable it again. This should remove the files.
Or you could do this manually:
1) Use a boot disk and boot to DOS.
2) Go to C:\System_Restore (I think this is the location)
3) Simply delete all the files in there. You don't want to leave any since all the files are dependent on each other, and deleting just some will leave a corrupted Restore set.
To do it automatically, go to the Control Panel. (Click on Start> Settings> Control Panel). Then navigate to System. When the window appears click on System Restore. Pick a drive and click Settings. Then simply navigate the amount of space to use to the minimum. Or of course you can turn of System Restore then reboot, then turn it back on, this should also remove the files.

When you reinstall the operating system, you likely won't have all of the drivers. Microsoft supplies some default drivers to get the machine to work at all, but they likely won't recognize features specific to your machine. So you would need to make sure you have all the manufacturers' drivers installed. For instance, the default video driver will likely only give you limited colors and slow graphics, with only software support for DirectX, and no acceleration. So you'd need the video driver from the manufacturer to unlock its features and improve its performance. There are also motherboard or "platform" drivers, storage device drivers, etc., and they may need to be installed to improve performance.
Also, once you reinstall the OS, you will likely need to tweak it again. Windows enables a lot of options to improve appearance by default. So if you don't need animated dialog icons, font smoothing, mouse smoothing, and other things of that sort, you can disable them and increase the perception of speed.

These are just some of the many formats. Personally, I use JPEGs for everything on my Windows PC but I do use PNGs when I'm saving photos with transparent sections.

The virus create an infected copy of EXPLORER.EXE in the folders:
C:\WINDOWS\SYSTEM32 (or C:\WINNT\SYSTEM32) and
C:\WINDOWS\SYSTEM32\DLLCACHE (or C:\WINNT\SYSTEM32\DLLCACHE)
To remove it, start Windows in protected mode, then delete the files EXPLORER.EXE on these folders (there are hidden system files, then you have to enable to display hidden system files).
