It is a transitive verb acting as a subject compliment; which is "God" or Elohim it precedes. In order for it to be a verb it has to be preceded by a noun or pronoun. In this case the pronoun is "he" as YHVH is believed to mean "he who is", but actually does not.

In the KJV the term is in what is known as GHOSTSCRIPT and are the words, "the LORD God". This style was used to replace a term or words that were unknown at the time of the translation. Being the Latin Vulgate already had the words "the Lord God" or kyros theos, confusing it with the word "Lord" that man was already calling man and making The Word, Elohim a vague reference to "gods". Totally losing the original significance of both of the terms and especially YHVH. The term that in Hebrew would actually be "he who wants to become" or "The one Jealous of" or maybe even before the Hebrew, "he who would fall from".

Placed before The Word, Elohim in Genesis 2:4 we have a whole new chapter as "THESE ARE the generations of the heavens and the earth when they were created in the "day" that "he who wants to become Elohim" made the earth and the heavens." The best way to do this would have been to simply leave it alone. We have to learn how to live here on this planet without destroying the very things we need to survive. So much of the animal life that once lived here are now gone. What were once great forests have been torn down to build homes. The ice caps are melting, the sea level is rising and now there seems to be a hole in the ozone layer. This is not a good thing.
