There is a product called Goof that does a pretty good job. Assuming the paint is fresh, if you are quick about cleaning the Goof off, it shouldn't lift the finish on the floor. Depending on the finish on the floor and how long the paint has been there, you might be able to scrape or peel it off with a fingernail.

I have been painting for a living for about 15 years now and believe it or not, that is a question that I am asked fairly often. Answer: It all depends, is it interior or exterior, will it be the first time painted or is this a repainting. How much prep work is involved? All these factors come into play when getting or giving a painting bid. But a rough price would be about $1.20 for interior paint and .75 for exterior. This is when there is little prep, one coat and no primer. When you start adding these other factors the price goes up. Hope this helps

Do you paint walls or trim first?
1- Door & Window frames first (and the ceilings if applicable)
2- Next the Walls.
3- Then you finish off with the baseboards.
The reason why it's important to paint the frames before the walls is that it is much easier to cut a strait line with your brush comfortably resting on a wall (compared to the tiny edge of of frame).
Now the reason why you don't paint the baseboards first is in 2 part.
1- Even if you do a great job cutting in with the brush and not put any paint on the baseboards, you're still going to have tiny drops from when you roll out the wall paint.
2- The most important reason for DIY's however is to create the illusion of a straighter line.
The logic is simple... unless you are lying down on the floor... you will be admiring the beauty of your new paint job from a higher point than your baseboards. This means that if there should be any of the trim paint touching the wall it won't be as noticeable than having some wall paint touching the top of the baseboards.

I would imagine you could but you sure are creating a ton of work for yourself. Painted wood paneling -grooves and all is being done a lot these days and looks great. I think I would consider covering the paneling with 1/2" sheet rock if a smooth surface was the goal. After all - what price sanity?!

For best protection a two pack clear that when cured ends up as hard as nails to protect the finished products colour from damage. It also will chip but gives a good protection for the colour coat. !
