How 911 works?

NENA, the National Emergency Number Association estimates that approximately 240 Million calls to 9-1-1 are made to each year in the US.

How does my call get to the Public Safety Answer Point or PSAP?

How do I send the location information for a particular caller to the PSAP?

How a 911 call gets to the PSAPLet's break a 9-1-1 call into smaller pieces to understand the actual call flow behind the scenes.
  • Someone dials 9-1-1 on their telephone.
  • The call is sent out over telephone lines to the Local Exchange Carrier or LEC.
  • When the LEC receives the call, it translates on the dialled digits of 9-1-1 and immediately passes this call to a specialized component in the network Called a 9-1-1 Tandem or Selective Router.
  • The Selective Router is a specialized Central Office switch usually dedicated to handle 9-1-1 traffic. When a call arrives, the Caller ID of the caller is examined and matched against a special database called the Master Street Address Guide or MSAG. Based on this database lookup, the PSAP responsible for servicing this number is returned based on the provisioned street address and number.
  • The Selective Router then sends this call to the appropriate PSAP down specialized E911 trunks for further handling where they receive both the original caller ID as well as the voice of the caller.
What the 911 call taker seesThe PSAP then uses specialized equipment to extract the caller ID from the call and performs another database query to the Automatic Number Identification database usually maintained by the LEC. The LEC then returns the result of the lookup with the matching Automatic Location Identification or ALI record information that is in turned displayed on the call takers terminal screen. Along with the location information, additional information is provided to the call taker that will assist in dispatching the call.

Additional information such as the responsible Police, Fire and EMS agencies are noted where a PSAP services multiple communities, and in the case of Cellular callers specific X Y coordinates are returned representing the location of the caller.

What are the traffic laws for emergency vehicles?

This will vary by locations. With that being said, it is nearly impossible to compile a accurate list.

Here are the common rules for Emergency Services, but it will vary.

  • Pass cars by going around them on the left side. This only applies in locations where the oncoming lane is on the left (like USA).
  • Stop at all red lights. In most locations, emergency vehicles have to stop and wait on all traffic to stop before they can proceed.
  • Don't exceed speed limits. In most areas they only have a 10 mph range from the speed limit, as all drivers generally do.
  • Not to misuse the emergency lights and siren. They are only for responding to the scene, traffic control and safety for the crew, and to the hospital.
  • Most general traffic rules apply to emergency vehicles.

The newer emergency vehicles (as well as some older models) are built to where the dispatchers can see what speed the vehicle is going. Many emergency and government vehicles are modified to only go as fast as set to, this is also used on some company vehicles to prevent them from speeding.

Please check with your state's Department of Motor Vehicles if you have questions. You might can also find the answers on your state's DMV website.

Once again, the laws and rules will vary by State/Location and the individual Station/District

How did Dan Rostenkowski manage to enact a bill to penalize city employees ex Chicago Firefighters from receiving full Social Security Benefits even though they paid in enough quarters from other jobs?

Because retired government employees have a guaranteed pension. So, come retirement time, former government employees would be "double dipping" from the tax payers if they received both a pension and social security benefits. The bill, though not the brain child of Rostenkowski, was supported by him and the majority of congress.

How does a match start a fire?

A match is considered an ignition source because when struck, it creates an open flame and a fair amount of heat. It can set off an explosive gas mixture, or might ignite any flammable liquid or other material. The match initates the chemical reaction of the fire.

An explosive gas mixture only needs a spark or open flame to initiate the rapid chemical reaction. The open flame will generate enough heat to lift a flammable liquid or many combustable materials above their combustion temperature. Once started, combustion is in many (most) cases self-supporting, and the match which began the fire is no longer necessary for the fire to continue.
