How do you tell if the harmonic balancer is bad?
If the elastomer ring has dried out, it will allow the outer iron ring to slip. Try grabbing onto the outer ring with both hands and attempt to move it. If it seems able to slip at all, even a little bit, the balancer should be replaced.

What would cause the seal to push out on the oil filter of a 1996 Gmc 5.7l 4x4?
1) Over-tightening
2) The new seal wasn't lubed with fresh oil prior to installation
3) The old seal was not removed from the base... if it stuck when removing the old filter.
"John Doe's 15-minute Oil Change" is worthless for this reason. Drain plugs get over-tightened or under-tightened, threads get stripped out, filter is not filled with oil prior to installation... to prime the pump and prevent dry-starting. No one has to pass a test to be a technician and most employees at the quick places are proof of that. You're better off doing it yourself than trusting that Joe Bob enjoys learning and applying his knowledge to his work.
Oil filter gets filled prior to installation or some* oil if on an angle. Fresh oil is wiped on the surface of the gasket/seal, old oil is wiped off the base of the spin-on adapter and the new filter is installed until the seal contacts the base, then gets 1/4 to 1 turn (they even put pictures on there for the illiterate mechanics/technicians). Manufacturer's specs might include a specified torque for drain plugs and oil filters. Normally oil filters are 35 lb-ft and drain plugs are between 35 lb-ft and 65 lb-ft (depending on material used to create the pan) but speak with your vehicle's manufacturer or a dealerships' certified mechanic.
What makes the engine cooling fan not work at high speed on a 2001 GMC Jimmy?
There is no need for the fan to run while traveling at highway speed. There is plenty of air flowing through the radiator at high speeds to keep the system cool. The only time it will work at highway speeds is when the A/C is on.

How do you change the oil in a 2000 GMC Jimmy SLE?
go under the truck there is a 5/8 bolt on the bottom of the oil pan. Place a drop pan under the drain plug then remove the plug. After all the oil is drained out, wipe off the drain plug & the drain hole with a rag or paper towel. Tread back on the drain plug by hand till it stops. Use your 5/8th wrench & snug tighten the plug in. Do not over tighten as most oil pans are made of aluminum. Next, the oil filter. If this GMC Jimmy/Chevy Blazer is 4x4, then it has a divorced (not attached to the engine) filter. There should be a panel just behind the front bumper that says "Oil Filter" on it. Use a flathead screwdriver to unlock/open the panel, the filter is right there. Next, get yourself a filter wrench. I prefer the ones that look like a pair of weird pliers. Move your drop pan under the filter then unscrew the filter in a counter clockwise direction and let the oil drop in the pan. Get you new filter ready. I prefer OEM AC Delco A-1163-C or Fram PH:3980. Place a small amount of NEW oil (5W-30) on a rag/paper towel & wipe a film of oil onto the gasket of the new filter. Tread the new filter on by hand till the gasket makes contact with the mounting base. DO NOT USE THE FILTER WRECH TO TIGHTEN THE FILTER. After the filter makes contact, tighen by turning it 3/4 to 1 full turn, this is all the tightness you need. Close/lock the filter panel and the ADD 4.5 qts of 5W-30, wait for oil to settle & then get a dipstick reading & if it's within the hash marks on the stick then you good to go. Replace the dipstick, crank the engine about 2 - 3 times without starting to get the oil flow started the start your engine keeping an eye on your oil pressure gage. Once the pressure has come up, do a check around under the vehicle to check for any leaks. No leaks? Then close your hood, clean up & dispose of used motor oil correctly. Hope this helps.
