How do you unblock Skype?

I'm unsure what you mean by unblocking Skype. I can only assume that you need to know what ports Skype uses to set up a firewall to accept incomming calls.

If this is the case then if you open Skype and go to 'Options' on the Connections Tab, the ports currently in use are listed there.

You then need to enter these ports to allow incoming and outgoing connections TCP/UDP in your firewall program. Since I you did not specify the program you are using I cannot instruct you further.

You can't. WiFi is the only way for iPod touch to get internet. However, there are ways around this. Starbucks and McDonalds both offer free wireless Internet in the building, but if you don't live near one, and don't have wireless in your home, you can get Internet tethering from another phone. However, you would have to be within 30 or so feet of the phone at all times, it's really expensive, and there is limited data. So, you're much better off finding a wireless Internet provider like AT&T or Time Warner ... or just stealing your neighbors wifi ;)
