How come a mac without the os x lion has more desktop pictures than a mac with the os x lion?
You would have to ask Apple that.
I would imagine because Lion is a download only install and doesn't come on a DVD any more, to lower the file size and to save your bandwidth it kept some non-essential files out that are easily downloaded later if needed.
Similar to why Boot Camp for installing Windows isn't downloaded automatically when you install Lion, at over 600mb it's a fairly large chunk to download if you don't need it.
