Most pressure gauges, such as tire gauges, are calibrated to read zero at sea level, because most applications require the difference of pressure.
At sea level, Earth's atmosphere actually exerts a pressure of 14.695948804 psi. Humans do not feel this pressure because internal pressure of liquid in their bodies matches the external pressure. If a pressure gauge is calibrated to read zero in space, then at sea level on Earth it would read 14.695948804 psi. Thus a reading of 30 psig on a tire gauge, represents an absolute pressure of 44.695948804 psi.

I am not sure that it is more common. The large welding rigs that are mounted on trucks mostly use DC, but they can be set for AC. If the question is based on a survey of the cheap welders at a retail outlet, the answer would be that AC welders are simpler to make, since only a transformer is required to change the voltage. A DC welder needs to convert the power from AC to DC, which is more complicated and therefore more expensive. Cheap welders may be easier to sell to a beginner, therefore more of the welders would be AC.
Can an angle stop control water flow pressure?
An angle stop is not intended to control water pressure for most applications. That being said, however, you can control the pressure with an angle stop valve (Aka angle pattern globe valve) while there is flow. As soon as the flow stops, then the pressure will equalise throughout the system.
I would suggest using a PRV or pressure reducing valve. This will control water pressure under most all conditions.
