I don't know the exact details, but, from the question alone I can generalize that maybe the japanese ambassadors were in DC to discuss the war coming ahead and to officially declare it. But the bombing was either unofficial or the time was off, which made sense because japan has very different time zones than in the USA. SO thats maybe what happened.
