92 town car and the dash board wont light up the fuse is ok however using a multimeter you realized that there is no power in that fuse holder socket can someone help?

Alas you have a broken wire between the headlight switch and the fuse panel . pull the headlight out and check the wire connector,possibly add a jumper from another powered up circuit there.

What motor mounts are required to install a 389 engine and turbo 400 in a 1970 Pontiac Catalina convertible?

In 1967 Pontiac bored out the 389 block introducing the 400 CID Engine with an improved cylinder head that could not be swapped to an earlier block. A 389 swap into a '70s car will go but the V8 motor mounts for the car have to be used so remember the motor mounts need to match the year and model of the car. As for mounts assuming your up grading the straight 6 to the V8 should be able to buy a set of mounts at any will known auto parts store. The engine has two mounts one for each side and the transmission has one on the bottom. If you are swapping out a straight 6 for 389 V8 you need new front springs and expect the differential not to last to long.

Watch out what year your 389 was Mfg. they were produced between '59--'66 anything before '64 will not swap straight across because of the bolt pattern for both the bell housing and the torque converter unless you have the transmission that goes with the 389. For U.S. models, the rear wheel cylinder bore is 15/16" For Canadian models, the rear wheel cylinder bore is 1" and the front is 1-3/16" No data on the U.S. models front size ... although from looking at pictures it appears to be about 1" (and certainly would be expected to be at least 15/16", since the rears are 15/16". The fronts are generally larger than the rears, though).

Ignition points are found beneath the distributor cap. Sets have 1 or two pieces depending on the brand. It looks like a small record player arm without the turntable. As the distributor shaft turns the gap opens and close rapidly, allowing coil voltage build and then pass through to the rotor and distributor cap. There is also a small device called a condenser attached to the points with a wire. It looks like a small cylinder. It should be replaced if you don't know its age or condition.

The dwell angle for V-8 engines is commonly accepted as 28-32 degrees. It is best checked using a dwell meter. You can also set the point gap using a paper matchbook cover. Insert the cover and close the gap using the adjustment screw until you feel slight drag on the matchbook cover when you remove it. That trick will get you close enough to run the engine and fine-tune it properly.

Make sure you set the ignition timing after the dwell is set. Dwell will change your base timing, but not the other way around.

Yes you can put a 400 from most any 60's year into the older pontiac. The only drawback is the length of the drive shaft. You might have to have your old one machined to fit the new powertrain.
