Yes if you are just following it to see where it is going. It is however not illegal to be going in the same direction as an emergency vehicle as long as you stay 500 feet back.

If the emergency vehicle is not using its emergency lights or sirens, and is not stopped at an emergency scene, you can treat it like a regular vehicle and follow it as would be legal for any other vehicle.

What is the most important rule to remember in case your vehicle's right wheels drop off the pavement?

Stay calm. Do NOT hit hit the brakes suddenly, do NOT try to steer abruptly back onto the pavement. Reduce your speed gradually to make sure the car is stable and then steer GRADUALLY back onto the pavement. Any sudden or abrupt braking or steering can easily cause you to lose control, but gradual action can bring you back onto the pavement while maintaining control.

If its too narrow then all you can do is reverse until you get back to the beginning of the one way or to an area where you can safely turn around.
