Hierarchies and governments exists in the spiritual world as well as the physical. Consider the 'Kingdom of God' that Jesus announced - the Father on top, Jesus next, etc... So too does the demon or evil world of Satan as leader and the fallen angels, now demon followers doing his bidding. It is mankind and not God as some teach, who must put on the armor of God to withstand this spiritual power which is now greater than we humans. God is allowing it to happen and is not engaged fully/directly in the battle at this time. When He sends His Son the 2nd time, He will overcome all evil quite easily:
