Presumable you can boil anything for 10 minutes and it will be free of all bacteria and microorbs that can make you sick. Keep it at a rolling boil for ten minutes, making sure all of it stays hot enough to boil for ten minutes. This must be done on the stove because the microwave heats unevenly and may leave cold spots.
Although this method might keep you from getting sick, it does not give any guarantees about the way it will taste.
Boiling will kill any live bacteria, but live bacteria aren't the only thing that can make you sick. The waste by-products that the bacteria are producing while they are living in your food can also make you sick, and boiling will not make those waste by-products any less toxic.

However, the longer the meat has been frozen the less the meat will taste, so use Rosemary, garlic powder (NO SALT as salt toughens meet and it should be added before serving if the person cooking it likes salt) a little red wine after brown the lamb chops or, you could use a touch of garlic (not over-powering because you just want to bring those juices out) and lamb should be served slightly pink and not well done. You can serve with veggies, a nice tossed salad, garlic bread, roasted or BBQ'd small red potatoes. If you are going to roast the potatoes over the BBQ then cut up heavy tin foil into 4 - 5 inch squares or use one large piece of foil, wash and cut the small red potatoes up and place in foil, add thinly sliced green onion, a little salt/pepper, olive oil or Italian salad dressing) crease the top of the foil over the potatoes (leaving room for expansion) and seal ends of foil. Pop on the BBQ or in the oven for 20 - 25 minutes. Fresh corn is also great with this meal. Tip on buttering your corn: Instead of putting out a chunk of butter for your corn (if you are having guests over or just with family) melt butter in a small pot, add a little salt, pepper, Parmesan cheese (the powdered kind) melt and pour into a small bowl and use a brush to dip into the butter and spread on your corn.
