If you mean the dash panel you star by removing the center radio section.But note their are 2 screws under the ashtray area remove those 2 screws then it is pretty simple after that you will see all the otther screws.The molding around the upper vent just open the driver door and snap it out after all the screws are removed then the shield snaps out then their 4 screws holds the panel in 2 large on top and 2 small on each side

a 19mm socket,breaker bar to tensioner and release tension by applying force towards the front of the vehicle. remove the belt from the alternator pulley. this will also be the last pulley for easier installation. it will save you a headache if you make yourself a diagram.

I've done this before, and it is difficult. You have to remove 1 of the bottom motor mount bolts and remove the bolt and spacer. The belt actually goes through the mount. How Dumb is that. Good luck.

Sears Hardware sells a nice tool which you can use to rotate the belt tensioner. It is essentially a long socket wrench with several shallow adaptors. I presume you should be able to get something similar at any auto parts store. If you don't have a copy of the Haynes Repair Manual, I recommend getting it. It has a nice diagram of the belt layout.

Regarding the belt, when mine slipped off, I replaced the tensioner and belt, but it kept slipping off. I bought a Gates Serpentine Belt Drive Component Kit and it never happened again. Amazon sells it.

Changing the tensioner is tough. The nut holding it in can be reached from below.
