DURING WARTIME, AGENT ORANGE was widly used as a defoliant in jungle or heavily forested areas. The whole area was sprayed, killing all of the trees leaves and foliage, making it eaiser for us to see the enemy. HOWEVER: You didn't have to be right there to be exposed to it. I know people who were in the Air Force during the Vietnam war. They were exposed to agent orange in the process of making it,packaging it, storing it, loading it,shipping it, dispersing it and many other possible ways. So to answer your question: yes it is possible to have been exposed to agent orange at various bases and installations.(NOT in particular Ft. Lewis, but in general). <>

September 1940. The U.S. placed an embargo on Japan by prohibiting exports of steel, scrap iron, and aviation fuel to Japan, due to Japan's takeover of northern French Indochina.

April 1941. The Japanese signed a neutrality treaty with the Soviet Union to help prevent an attack from that direction if they were to go to war with Britain or the U.S. while taking a bigger bite out of Southeast Asia.

June 1941 through the end of July 1941. Japan occupied southern Indochina. Two days later, the U.S., Britain, and the Netherlands froze Japanese assets. This prevented Japan from buying oil, which would, in time, cripple its army and make its navy and air force completely useless.

Toward the end of 1941. With the Soviets seemingly on the verge of defeat by the Axis powers, Japan seized the opportunity to try to take the oil resources of Southeast Asia. The U.S. wanted to stop Japanese expansion but the American people were not willing to go to war to stop it. The U.S. demanded that Japan withdraw from China and Indochina, but would have settled for a token withdrawal and a promise not to take more territory.

Prior to December 1941, Japan pursued two simultaneous courses: try to get the oil embargo lifted on terms that would still let them take the territory they wanted, and ... to prepare for war.

Correct. Some people claim that it is American soil because children born there are American citizens. While this is true, this is not because the base is considered part of the US, rather, it's because the US's Immigration and Naturalization Act, long story short, says that children of American citizens are American citizens too. The first method is sufficient for citizenship according to current U.S. law (US Code Title 8, Section 1401), and the second method is proscribed according to the 14th Amendment. As the question stands, the answer is an obvious YES, as the mere fact that a parent was a U.S. citizen provides citizenship to the child, and the location of the birth is irrelevant.

On a related note, however, as foreign U.S. military bases are NOT considered sovereign U.S. territory (unlike U.S. Embassies which are, though Consular Offices are not), children born on-base are NOT eligible for automatic U.S. citizenship via the 14th Amendment. Thus, if a foreign worker gave birth at the U.S. base's hospital, the child would not be a U.S. citizen.
