Like a lot of the old rates that were merged to save money on schools, in 2003 the EW rating was merged into the Cryptologic Technician Rate (CT).
The CT (communications) rate was then merged in 2006 into the Information Systems (IT) rate, while the CT (admin) rate was merged into Yeoman.

When did the nickname crackerjack for a us navy sailor start?
The term "Crackerjack" actually refers to Navy Crackerjacks, or the Enlisted Service Dress Blue uniforms worn by enlisted sailors below the rank of E-7.
Though the term "Crackerjack" is also deemed as a term referring to excellence, the association with sailors began when the Cracker Jack company (candy popcorn) introduced their mascots "Sailor Jack and his dog, Bingo" on their boxes. The were first shown on boxes in 1918
Sailor Jack is shown, even today, on Cracker Jack boxes wearing the definitive dress blue uniform synonymous with U.S. Sailors. Forget Marine dress blues - Crackerjacks are the single, most identifiable uniforms on the planet (and great for getting dates as well).
During the late 70's, there was an experiment that temporarily got rid of crackerjacks for a period, in favor of a uniform similar to what officers and chiefs wore. In the end, there was a lot of opposition, and when Reagan became President, traditional crackerjacks were reinstated. I still remember having to go to the base uniform shop to buy mine before leaving boot camp for Submarine School because they weren't yet being issued as standard uniforms yet.
It was well worth it.

The army also has its own Special Operations forces, so if it was SEALS vs INFANTRY the seals would take it, but in SEALS vs SF it could go either way.

The navy's not the only ones that used the term. Tanks in Vietnam also used the term, "Ron" was short for "rendezvous"...a meeting site (a place to link up). The term, "Ron site" was used a lot; example: "We've got a Ron site over that hill about 2 clicks, see ya in 2 hotels, out!"

Can navy boats take civilian passengers?
Yes and no - Navy vessels can't transport passengers in the same way passenger ships do (for hire). However, civilians in many capacities often ride Navy ships and submarines for a variety of reasons.
The most common are tech riders, shipyard workers, other government employees (non-military), and the occasional dependents' cruise.
A Navy vessel (we'll ignore the boat/ship distinction for purposes of this discussion) might also be directed to carry civilians for humanitarian reasons (marine rescue, evacuation, etc.).

Obviously, the marines are a branch of the US military, wheras the SWAT aren't, so the marines have better funding, hence better and newer firearms.
Both may utilize the same weapons such as the AR15(M16). Swat however, uses sub machine guns for close encounters opposed to Marines and their use of the M4 in close quarters. So I say yes. Also the marine sniper uses an M40, while SWAT uses the Remington 700 which is notoriously known for firing without a trigger pull. One such incidence happened before a raid from police forces using the weapon. It has been the subject of controversy and was covered in an NBC segment titled, "Remington Under Fire" that will leave you shocked. Another difference in favor of marines is the use of an automatic shotgun as a opposed to swat pump action.
