Does the Navy have a Culinary Training?
Navy cooks who reach the top of their careers are trained in all aspects of food service management, from supplies to financial management. Bad cooks aren't around long on key combat vessels, as good food is the primary source of morale.
Most cooks who serve on smaller vessels (e.g., submarines, destroyers, etc.) and are cooking for smaller crews usually have the opportunity to experiment and excel at their craft, as opposed to those who are cooking for hundreds or thousands at a time. They can be very creative when necessary as well - during our '86 trip to the North Pole, our freezers lost refrigerant and we lost our frozen stores. You'd be amazed at how creative they can be with canned tamales and other non-refrigerated items.
Most of the cooks I knew from my active duty days went on to run their own restaurants, or did very well in the industry.

How long can a navy instruction stay effective?
Navy instructions are in effect until cancelled. Some instructions currently remain in effect, unchanged, from the 1960s and perhaps even earlier.

These have an expiration date on them, or else automatically expire after one year and must be renewed to remain in effect. A common example of a Navy notice is the 5050 or 5060, which provide detailed direction for the execution of one-time events such as changes of command or visits by distinguished persons.

Who destroyed the USS Maine and why?
Well the US government maintained the ship was sunk by a Spanish mine. This was made popular by war mongering media outlets. In truth, the matter is still controversial. Conspiracy theorists have argued that the US government in fact blew up the ship to give a pretext for war. However Admiral Rickover conducted an investigation in 1976 and believed it was simply an accident which the US then used as a pretext for war.
"The case of USS Maine was reopened in 1976, by Admiral Hyman G. Rickover who believed that modern science might be able to provide an answer to the ship's loss. After consulting experts and reexamining the documents from the first two investigations, Rickover and his team concluded that the damage was inconsistent with that caused by a mine. Rickover stated that the most likely cause was a coal dust fire. In the years after Rickover's report, his findings have been disputed and to this day there has been no final answer as to what caused the explosion."
What is special in SU-30 aircraft than other aircrafts?
Its flight characteristics. The Su-30MK's aerodynamic configuration is an unstable-in-longitude triplane. To increase lifting effectiveness and enhance manoeuvrability of the aircraft, foreplanes are installed.[citation needed] Foreplanes, however, are installed only in some Su-30 variants like the Su-30MKI.
The integrated aerodynamic configuration, combined with the thrust vectoring control ability, results in unprecedented manoeuvrability and unique takeoff and landing characteristics. Equipped with a digital fly-by-wire system, the Su-30MK is able to perform some very advanced manoeuvres. They include the well-known Pugachev's Cobra and the tailslide. These manoeuvers quickly decelerate the aircraft, causing a pursuing fighter to overshoot.[4]
