I think you mean the Soviet Union. This was a group of countries united around Russia, the largest Soviet Republic (the full name of the Soviet Union is the Union of Soviet Socialist Republics, or USSR). It included a bunch of countries including Lithuania, Estonia, Latvia, Ukraine, Belarus, Georgia, Kazakhstan, and a whole bunch of other republics. The USSR no longer exists, and many of the former soviet republics are independent nations now. Some are loosely united into the Confederation of Independent States (CIS).

I think Stoker created the character with the intention of confusing him with the historic ruler.

Think about it, there will be vampires all over the world. Asia, India, China, Japan, Australia. When a person is bitten and tuned into a vampire, they could be black or any race. Vampire venom cannot change skin colour. And anyway Laurent was black but he had a pale completion to his skin.

He didn't die because he isn't full vampire anymore he's half werewolf so the dagger does not apply (If a vampire uses the weapon on another vampire they both die) An original can't be killed so easily, only the wood from a certain tree can kill an original. The ashes that Klaus dips the dagger in only netralize his siblings. Since Klause is a hybrid the dagger and ash do not apply to him.
