I write stories a lot myself and my sad ones always seem to make people cry. Even people who never cry.
Anways how I do it is first you have to decide what's going to happen. When I figure it out I usually listen to a sad song while I write it. (Of course if you get distracted, don't.) Then I imagine it's happening to me and I just describe the situation very well.
Discribing is my strongest point in writing. But keep on trying!
My tips: Use lots of detail and build characters with well discription. The sad part of the story is usually right before the end.
When righting the sad part, put lots of feeling into it. Think about things that make you sad, then start writing with those sad things in yor head. How you feel afects how you write.
And always add a uplifting note at the end of a story. Don't say 'Then they died. The end'. Add something to the end to lift your sad spirts, even if it is a one sentance message. Ending happy makes your story stronger and more profesional.

I'm not sure that it is... but if it is, it is because it is easier to treat smaller subjects in a short story. You don't have to develop the ideas as much, and you can cope with smaller topics. You could do this in a novel as well, but it is harder, and could take more development.
