No, front fenders are not required in FLA. Neither are turn signals. however at least one mirror is required along head and tail/brake light. Guilty Customs.
I don't believe fenders are required. However, turn signals are a federal requirement on motorcycles- see FMVSS108.

I use a starter solenoid from a 1991 - 1995 Toyota Pickup on my 1998 FLHT Evo... and a fraction of the cost from Harley.
The EaBP100 mounts using a 1"-16 (16 threads per inch) stud. Using this information , you can cross at filter manufacturers websites , such as Baldwin and Donaldson. You probably will be unable to find a filter that filters as finely as the EaBP100 , but you should be able to find filters of all kinds of different sizes that will fit. You may be able to find another bypass type filter also. The primary use of the similar filters is usually listed.
A pocket bike can be tuned up by adjusting the carburetor and changing the spark plug. Changing the spark plug wire when necessary will also help with a tune up for this type of bike.
