According to him, the Army was actual overstrength, and wasn't accepting GEDs at the time - you had to possess at least a high school diploma. That may or may not have changed since then - you'll have to talk to a recruiter to find out. If they're accepting recruits with GEDs again, you'll have as much opportunity to become a sniper as someone with a diploma. However, you don't enlist as a sniper - you'd enlist as... typically an infantryman or cavalry scout... and then you have to prove to your chain of command that it's worth it for them to send you to the sniper course. There's more to it than just being a good shot.
