Yes they do. They cannot travel to Europe without a visa being issued prior to travel. I am a UK citizen and my wife is Chinese and we have been through the visa process for different types of visa. It is easier to get a tourist visa if you travel as a group to the UK. Individual visa's for tourists are very difficult to get to the UK. Hope this helps.

I dont understand how a person would want to be with someone permanently and yet not be "ready for marriage." But i digress- i can only answer toward you U.S. "options." As you wont be getting married you can only enter the country either to study, to work, or to invest.
In order to get a student visa, you would need to apply and be accepted to a college/university and show that you would be able to support yourself while a student (note that students are not given authority to work and are not eligible for financial aid). If you dont want to study or cant afford the cost of studying- no visa for you.
In order to work in the U.S you would have to be sponsored by an employer. Unless you have some extraordinary ability/talent (i.e. actor, singer, artist, musician) you will be required to have at minimum a bachelor's degree. So if you havent gone to college and you have no special ability- no visa for you.
Finally, there is the investor visa- those who invest a minimum $500,000 in the U.S. If you dont have that kind of money- no visa for you.
