But not necessarily. It depends on the era your talking about. If you mean prior the the 1600's during the warring states era, then the katana would be a secondary weapon. The primary being a bow, naginata, spear, or even a firearm depending on the time & the individual. Durring the Edo period, then yes the katana became more of a primary weapon, since there were virtually no more wars.
