I had problems with tis too but anyway You need to unscrew all the bolts that you can see which are located where the lights are and theres 3 on each side then after that there are 4 screws left, which are located under the bumber (2 on each side) you might need a light to located these and your done.

Generally this problem is caused by a vehicle running way too rich (is it misfiring?) or is a problem in the fuel pump area.
