Yes they can. I recomend putting a small bit of suncream on the dog's nose. That way they won't get sunburnt. Some Border Collies do like to lick it of, but don't panick as this is harmless as long as you don't put too much on!

I have a shepherd dog too and they should not be shaved. Just offer plenty of fresh water all day long and from time to time let them stay somewhere cool. He has a little hallway (entrance) of his own where he asks to relax or where he sleeps at night (I do not want passers-by to harm him in any manner even by giving him unknown food, for instance)
