Brakes and Tires

Pull the hand brake and if it clicks more than 3 times the rear brakes are worn. The more clicks the more wear. If the master cylinder brake fluid is low they are worn. To see just how much they are worn you must remove the wheel and brake drum and inspect them.

Other factors that might cause a tire to blow out:

Overloading against its designed rating(Usually found on the tire wall, maybe as axle rating load)

Overin flation (Over the recommended range for various loads.)

Under inflation (Never run a tire at the figure on the sidewall, that is only for the technical spec of a tire of max load versus pressure, and never "bleed" tires after they heat up. This increase in pressure is taken into account by the tire manufacturer in his recommended pressure for that vehicle.)

Damage, seen or unseen.

Rubbing together of twin tires either by any of the above or by having the incorrect size so there is no running gap.

Suspension damage as in worn shockers, bent suspension, broken spring etc.

Excessive wear, to all or part of the tread section revealing the inner carcase.

Sudden impact with a foreign object on the road or surface damage as in a pothole, drain grate etc.

The moral of this is "If you look after your tires, they will look after you"

it can be a real pain. they get stuck good sometimes. there should be a hole in the back on the bottom. you stick a screwdriver in that hole and rotate the little gear that's inside. this is also how you adjust them. but mostly you just pound on the drum (cover) with a hammer until you knock the sucker loose.

I'm guessing that you are referring to the rear drums. The shoes should be loosened in order to clear the lip due to drum wear. There is an adjusting hole in which you would use an adjusting tool (or flat blade screwdriver) to rotate a star-wheel (gear) to back off the shoes (if the brakes get tighter, rotate the other direction). Depending on model and design, the adjusting hole may be found on the front of the drum or behind in the backing plate (look for a rubber plug).

Once the shoes are backed off, if you have only minimal rust build-up on the hub, the drum should just slide off with minimal force. Rust build-up can be broken loose with penetrating fluid and hitting the drum face (between the wheel studs) with a hammer (take care not to hit the studs). Also light tapping with a hammer on the sides of the drum near the front should help break any remaining rust free. Try to avoid hitting from the rear or side with any rear force or you may risk cracking the drum (if you are replacing it, then you can hit as hard as you want).

There are rear drum brakes on the 2000-2003 neons. You will need brake spring tool to change the drum pads. Haynes repair manual, Dodge Neon 2000 thru 2003. Book #30036 This book can answer almost any question and is a must if you work on your own car. Plus it's only $20

Are you sure that your 2001 Neon has Drum brakes? I have a 95 Neon that has 4 wheel Disc brakes meaning that there are no Drum brakes on a Neon.Just look around your rear wheels and see whether they are drum or disc,I believe there is discs on all four wheels on a Neon.

Life of the vehicle. Know that the older the tire gets the less safe it is. So, if the tire is say 10 years old you would want to drive very slowly if you were forced to use it in an emergency, and get it off the car ASAP.
