I would have to say yes because even if the excuse is to prevent or identify vandals, it still would defeat the purpose for the installer because they still have to find & catch them. In the process setting themselves up for possible civil action from non-vandals who feels their privacy has been compromised.

If it is a digital recording device, you may have increased the compression of the recording, higher compression means lower memory usage, lower compression means higher memory usage. Perhaps someone that used your camera changed some preferences. Try to find a "Menu" button and find a "reset" option which in most cases will reset the preferences on one's camera to factory specifications.

Perhaps if your camera uses a Secure Digital (SD) card maybe there is leftover data on the SD card so that the camera acts as if there is less memory on the card (which in that case, there would be).
