They receive the batteries shipped in a "dry" condition [i.e., no electrolyte (acid or liquid) in them] and then they add the acid/liquid electrolyte, and the battery is instantly at full charge.
On the other hand, if they [or you after buying] allow a battery to sit for a very long period of time, it's possible it will lose some of its charge.
In any case, it will do no harm to charge a new battery overnight IF done at a trickle charge rate of one Amp, or two Amps maximum.

The "white smoke" you see coming out of the tail pipe is steam. It is a pretty common occurrence in the winter or early in the mornings when you first start your vehicle. If your "white smoke" does not disappear after a few minutes or after driving a few miles, you may have a blown head gasket (or worse, a cracked cylinder head) that is allowing coolant to get into the exhaust system. A compression check on the cylinder head will help detect/determine if the steam is due to a problem there.

A full charged battery has a higher voltage than a discharged battery and the voltage will travel from a higher to a lower voltage point. In dry air, voltage will "jump" at 10,000 volts per inch. Thus when you get close to the second battery, within a fraction of an inch, you will receive a spark. Notice to receive this spark you already had one side of both batteries already connected. The best is to connect the negative sides of both batteries first as should your jumper cable become too close to a spark plug wire it will most likely go to the frame of the car and not you! Spark plugs are typically 18,000 volts!
Where is the starter relay located on a 2002 VW Passat?
On my 1995 Passat it is located on the fuse block, under the dash, to the left of the steering column. I doubt they have moved it from this location.

Here's how to reset the theft system. Roll the window down,(if power windows,turn the key off again)reach thru the window and try to start the car. When it don't start just leave the key on for around 20 minuets or so. If you dont leave it on long enough you will have to go through this waiting period again, but 20 mins. should do the trick. Then turn the key off for about 30 seconds, then start the car. P.S. Dont do anything electrical,like, push the brakes,open the door,mess with the radio. Just reach through the window to turn the key. I own three z24's... 97'97'99...On 2 of them('97 & '99) the theft system light will flash when it is activated and stop flasing after 20 mins. when it is reset, but the 3rd car('97) theft system light will not flash, just be lit and go off after the car is started.

Verify that the battery has a full charge. Check to see if your fuel pump is turning on. This can easily be done by putting your key in the ignition, turning it to the "on" position. Finally find out if the engine is getting gas to it and determine whether the spark plugs are firing. If there is plenty of gas but no spark, the engine will crank but not start.

First of all DO NOT USE PETROL to prime the carburetor. There is Starting Fluid expressly for that. Gasoline can and will explode. Starter fluid, us3ed correctly will cause enough "fire" in the cylinders to start the vehicle. The vehicle may not run due to lack of fuel. It is possible that the fuel system has a problem.
If you are having to prime the carburetor every time the car sits for awhile then the needle valve in the carb needs replacing or the float has a hole in it. Either way you will need to take the carb apart and repair it. Saying all this I doubt very seriously that your car has a carburetor. Carbs have not been used on engines for a very long time. The fact that you say you have a warning light of a car and key indicates you have a modern Toyota and that light is on because for some reason or another the ECU is not communicating with your remote key. I suspect you have a fuel delivery issue as the above answer stated. Seek professional help.

I'm assuming it's turning over (when you turn the key, you're hearing the rrr-rrr-rrr sound and not either click-click-click or nothing).
Most likely you've got a bubble in your fuel line that is preventing the fuel from getting to the engine. There's probably a valve on or near the engine that will let you bleed the air from the line, but without knowing the specific make and model we can't tell you exactly where that would be. It's USUALLY on top of the engine towards the firewall, and generally looks a lot like the air valve on a tire.
To bleed the line, call a mechanically savvy friend. If she can't find the valve either, you may need to go to an auto parts store and buy a service manual for your car (should be less than $20 or so).
