You could have a starter going bad, the cables themselves might be bad or the timing may have slipped too far advanced. TRy this before you do anything else. Try jump starting it from another vehicle. If it still turns slowly the starter is probably bad but, then again it may still be a cable. At least you will know it is not a timing issue if it starts right up.

*Even if the unit was powered while driving the alternator would be charging the system. If the module was powered constantly even when the car was turned off, but I would not understand why it would be made this way but is a possibility depending on the type of short circuit -- then it would be possible to drain the battery if left in this state for a few days, exact time would depend on current draw and type of battery.

It depends largely on what vehicle, what transmission, and what, exactly the ignition malfunction is. If the ignition switch malfunctions in such a way that the 'On' position doesn't function, there's really not much you can do besides replacing the switch and starting the engine as normal; Not a very common situation, but it can happen.
