The same thing happened to me. I pulled the wires on the horns, and when I put them back, the horn worked properly. BUT the cruise control quit working and the computer says I have a bad Throttle Position Sensor, even though the sensor is fine as well as the wiring back to the Powertrain Control Module. What gives? It happens. All it is is that wires hate water. All that you have to do is take the horns off make sure that they are TOTALLY dry. Other wise there will be a short in the system.As for all of the other electronics you have to wait. After all of the water is fully dry from everything which can take a few days then generally it works out. My freinds wrangler shorts out when it get wet and then after it is dry it works.
