What is an agent that works against the effects of narcotics?
By "narcotics", do you mean narcotic painkillers (opiates like morphine, vicodin, heroin, etc.), or do you just mean drugs in general? The term really only refers to opiates, but some people use it in a broader way.
Either naloxone or naltrexone will completely reverse the effects of opiate drugs. Naloxone works quicker, but it needs to be injected and it only lasts a couple hours. Naltrexone can be taken orally and will block the effects of opiates for a few days.
If you're talking about psychoactive drugs in general, there is no single antidote. You need to figure out what the drug does, then administer something that either blocks it's action or has the opposite effect. It's better and safer to use a blocking agent if possible, but sometimes there is no blocking agent. Trying to counteract the effects of a drug is dangerous because you can go too far in the opposite direction, or the effects may not be perfectly opposed. Below are possible antidotes for different classes of drugs:
Opiates
Naloxone or naltrexone are far and away the best choices. If neither is available and the person is in danger, it may be possible to use a stimulant like caffeine or amphetamine to counteract the depressant effects of opiates, but this should be a last resort. Death from opiate overdose can take a day or more, so there is usually time to get the person to a hospital.
Stimulants
There is no readily available blocking agent, so treatment is symptomatic. Fast acting benzodiazapines are effective, along with ice packs or misting to prevent hyperthermia. Other medications are employed in severe cases, but you are unlikely to have access to them. True overdoses are uncommon in regular users, and it's usually best to keep the person cool and calm, and wait it out.
Depressants
There is no particularly effective antidote. Stimulants counteract many of the effects, but the combination can lead to hyperthermia and seizures.
Ecstasy
SSRIs like Prozac, Paxil, Lexapro, etc., seem to effectively cancel out the effects of MDMA, and also protect against toxicity.

I am 67 now. We played "Dr. Quack" when I was maybe 8 or 9 or 10 years old and we laughed hysterically. It's a sneaky way to have kids practice reading, although I didn't know that at the time. One person reads a storyt about Dr. Quack and Miss Hen, who are soon to be married. Every time the reader comes to a "____" (blank) in the story, the person whose turn it is must read a phrase from one of their cards. I wish I could remember the specific rules and how you determine a winner, but all I can remember is the FUN we had playing it. I "Googled" it today, because I was cleaning out stuff and found a stack of the cards - but alas, no instructions or story! You can use them in the same turn, just not in that particular chain. They don't give much of an advantage, which is why they aren't popular, but they still can have some use.
If you try to activate something, and the opponent uses Solemn Judgment, then you could use Goblin out of the Frying Pan. The opponent still has the Solemn, but your original effect is not negated, and will resolve correctly.
In your own turn, Malfunction is probably best against the opponent's Quickplay spell cards used in your turn - since they are returned to the owner's hand, they can't be used until that player's next turn.

Does Mystical Space Typhoon negate the activation and effect of Spell and Trap cards?
Mystical Space Typhoon does not actually "negate" a Spell or Trap Card. You can chain any Spell or Trap Card activation with Mystical Space Typhoon, destroying it. The destruction of the card does not negate its effects.
However, depending on the type of Spell or Trap card, it can prevent its effect from taking place. Continuous, Equip, and Field Spell Cards are the only Spell cards that will have their effects stopped if they are chained with Mystical Space Typhoon. The same rulings apply to Continuous Trap Cards. As long as you chain to the activation of the Spell or Trap Card with Mystical Space Typhoon and target it, when the chain resolves the Spell or Trap Card's effect will disappear.
For example, if your opponent activates the Equip Spell Card Premature Burial and you chain with Mystical Space Typhoon, when the Chain resolves, Premature Burial will be destroyed and the effect will not resolve.
Normal and Quick-Play Spells, and Normal Traps will carry out their effects regardless if they are destroyed. If you chain your opponent's Mirror Force or Monster Reborn activation, when the chain resolves, the card will be destroyed, but the effect will still resolve.
These rulings apply to any other cards that have similar effects to Mystical Space Typhoon, such as Dust Tornado and Twister.
