New York state has the highest gasoline taxes in the nation and some of the worst roads. The money originally meant for roads has been diverted. In Europe, the governments control communications. The governments refuse to invest in high speed Internet. Other priorities keep claiming their money. The governments claim they want to develop the equivalent of Silicon Valley but when push comes to shove, the willingness to take the first step is not there. In China, money from the central government is sent through the regional government and never gets to its intended target at the municipal level. Too much opportunity for fraud exists.
Basically, socialism fails for several reasons: it diverts money from capital improvements. It starts paying bureaucrats more and more money than equivalent workers get in the private sector. Fraud increases. Incompetent people are placed into high office. And, the general population suffers more and more.
Such governments have been thrown out of office by elections or a coup.
