Okay really? First off windows doesn't make computers they make software. Second Dell uses windows OS (operating system) on their computers, Third whoever answered this question originally should be ashamed at their answer.

There are many things to take into consideration when pricing used Dell laptops. Such as, age of laptop, memory space, programs it comes with, and who are buying it from.

Im not sure what you want to use it for so here is a run down of things you could possibly use it for:

Gaming-

at least 4gb of memory, the more, the better

200gb hard drive

a good fast processor, the faster the better but at least a core 2 duo

a good graphics card, again nicer the better. get as nice as you can depending on your budget

a 64-bit Operating system (important for memory usage)

Work/Business-

2-3gb of memory

200gb hard drive

processor not as important

graphics card not as important, integrated chipset graphics is fine

32-bit OS is fine

Entertainment-

3-4gb of memory

300gb hard drive

core 2 duo processor

nice graphics card (no integrated chipset!)

64-bit OS

Dell Laptops are the medium range in computing. and as such is priced right in the middle. However, in today's computer market there are a variety of factors that will determine a price of a computer. As a simple way to make sure you always get a good deal, look for computers at least a year old. It wont be shiny and new, but it will get the job done at a fraction of the cost.

Use a tool that allows you to do a low-level format of the hard drive, preferably a drive wipe. This is a bit of software that lets you write over a physical drive with 1's and 0's in a random pattern. Some times it repeats the process several times to ensure data can not be recovered from the device.

I recommend the tool "Ultimate Boot Disk" which is a bootable ISO image that contains a number of tools, some of which can do what you're asking for.

I assume you mean why won't the mouse work? The mouse pad is just a pad placed underneath some mouses (or mice) to improve their operation.

If your mouse is not working, it'd help to have some more information on what type of mouse it is. If it plugs into the computer, check it is plugged in correctly and into the correct port (usually a USB port) and ensure the cable is not damaged. If it is wireless, make sure it has new batteries correctly inserted into it (assuming that it uses batteries), etc. Again, it'd help to know what kind of mouse you have before I could help, as there are many different types and each type operates in a different way.

EDIT: Sorry, just noticed this was posted under laptops, and realized you might have meant the touchpad you find on most laptops. If that's what you mean, then I'd guess the problem probably isn't something you could fix yourself - if the problem is that the laptop touchpad isn't working (and you've tried restarting the computer a few times) I'd suggest taking your laptop to a computer technician.

The differences between the machines, in actuality, is based on marketing and, as such, different pricing. Under the hood, they are still Dell machines built with lackluster components. Dell has always had excellent marketing and that has led to the appearance that they are machines that anyone should want. Being a professional in the computer sales and service business however, I can tell you that you are better served by buying some other machine with my preferred brands (based on the reliability experienced by my customers) are Acer, HP, Lenovo (formerly IBM until IBM spun off their PC line into a separate company just as they did over 20 years ago with their printers which is how Lexmark was born), and Gigabyte.

Latitude is a model name that Dell chose for a family of laptops. Since these are considered business laptops, they might be as easy to find as home laptops.
