check your fuse box. In my '97 the fuse retainers were loose and no longer kept a tight fit with the fuse causing my truck engine to turn off sometimes while driving or not start at all (not fun in mid turns). Wiggle the fuse around while its running or you're trying to start it and see if this helps. If it does either have the fuse box/part replaced or for a temporary fix shove the next bigger fuse in it.

The most common problem with this system is a broken connector to the blend door. The blend door and axle are metal and the motor drive connector is metal, but in a fit of brilliance Dodge elected to connect these two components together with a plastic connector. When the plastic breaks, the motor will turn past the point where the electronics can sense the position of the door and the motor will appear to be non-functional because the computer shuts it down. Actually the one in the distributor is called a camshaft position sensor. You can by rebuilt distributor for around 250.00. The crank shaft position sensor is located on the Transmission housing on the left side.

The behavior you described is normal operation. The brake cylinder is power assisted by engine vacuum. When the engine is off you don't have vacuum or the power assist. When the engine is started, the pedal will immediately soften up as the vacuum comes online.
