Are you giving him enough chances to go outside or is he cooped up for more than 4 or 5 hours at a time? Take him for longer walks and praise him lavishly whenever he goes outside of the house. If you catch him urinating inside, pick him up immediately in midstream and put him outside. If he finishes there, praise him. If not, leave him out for a bit and bring him back in after you have cleaned up inside. Do not let him watch you clean up after him indoors if possible, as this is what a mother dog would do for a pup and it will reinforce the idea that going indoors is ok.

After a while, try hiding the treat from her view, but keep it somewhat near her, and call her, if she comes then, even if she didn't know you had the treat, then give her the treat, and after a while, don't even bother to take out a treat, but just pet her and encourage her with words. AS she get's older she'll come more willingly
